News.com.au reports today that PM Howard is refusing to deny Cabinet considered but rejected a proposal to ratify the Kyoto Protocol on climate change just six weeks ago.
ABC TV news is reporting Malcom Turnbull unsuccessfully tried to convince Prime Minister John Howard to ratify the Kyoto Protocol.

I see our domestic Coalition of the Unwilling is indulging in more in-fighting while Australia not so slowly dessicates.
I think this is probably great news that Howard has the courage to refuse to sign a protocol that won't make an iota of a difference to climate change. But what it would manage to do is cripple our economy by drastically reducing our carbon output.

I think you may be overlooking a telling point about this second rejection of Kyoto, as reported.
The Howard Cabinet did not reject on the basis of any perceived flaw in science behind climate change predictions. Nor did it reject because of concerns about the national economy post-ratification.
Kyoto was rejected a second time because Cabinet felt it wouldn't play well in the forthcoming election campaign if it was seen to change its mind.
